Beltline & Grove

Zoning File 24-24, the “Valencia Villas” is the request for townhomes along Beltline and Grove Road. This case went to City Council as a public hearing on January 13th. At that meeting the council voted to continue this public hearing so the neighborhood and the developer could have more time to talk. We meet with the developer after this meeting, and then met again last week on Thursday to see their new plan. We are happy with this new plan. They have reduced the number of units from 38 to 34, which might not sound like a lot, but they have also reduced the square footage of each unit to a max of 2,000 sqft. These two changes reduce the overall footprint of the development We asked them to turn the units around to face outward and to get rid of the fencing, and instead put in a nice sidewalk along the complex for easy access to Terrace park, and safe walking along Beltline. We are happy to report that they have done so and as a result, this will save at least 14 more existing trees on the property! Garages and parking will now be in the back. Each corner will have a large green area, and the developer has said they will be adding benches to each corner. We believe this is a true compromise to the original plan, and will integrate beautifully into Highland Terrace! We are thankful to the City Council for allowing us this extra time with the developer to get this right! And we are grateful to the developers for clearly listening to the neighborhood and making these changes! HTNA supports this new plan. It will be presented to the City Council on February 17th at 6pm.

Arapaho & Grove

Zoning File 24-34, “Legacy Arapaho Multi-Family” is the request for a 437 unit multi-family development. This project aims to sit on the site of a currently vacant office building located on the southwest corner of Arapaho and Grove. It will consist of 3 buildings with apartment units, and 2 structures of townhomes that will run along Grove road. The developer plans to keep the existing trees along Arapaho and Grove! This is a high density development, but it is apart of a greater redevelopment subdistrict in Richardson’s “IQ” and Arapaho Transit Station. We communicated to the City and the developer that our sole concern is the potential for increase traffic from this development on Grove Road. We have asked the City to help mitigate south bound traffic on Grove with traffic calming measures that will indicate to drivers that they are entering a residential area, and to help residents safely cross Grove with either flashing crosswalks or a school zone. The City has agreed to this assistance and will be working with the transportation department to conduct a study to find the best solution. We will continue to follow up on this request as needed. This case will come before the city council on February 10th at 6pm. HTNA stands neutral on this project.

Polk & Greenville

Zoning File 24-31, “Polk Street Residences” is the request for a 275 unit multi-family development. This project aims to sit downtown on over 3 acres, at Polk and Greenville. Presently, Staycation Coffee operates on the northwest corner of this site.

We met with the developers for this project and shared with them our concerns and feedback we have received from our neighbors. We shared concerns about:

-the removal of Staycation Coffee

-the single use apartment complex does nothing to engage downtown or our neighborhood.

-walkability/bike-ability: they will be adding large sidewalks with trees and bike racks. This is great! But with no retail on their first floor, where are people walking and biking to?

-the removal of numerous public parking spots. There will be parking along the complex, parallel to the building, but residence can park in them as well. Where will people park when driving to Del's, Partenope, and hopefully the sight of the future Nest complex?

-the small units are not geared for families. RISD closed 4 elementary schools last year. This complex is less than a mile from two RISD elementary schools. This complex is not inviting for families moving into RISD.

After hearing all of our feedback, they will consider making the on street parking for the public only (example: 2hr limit spots). However, RPD does not do parking enforcement therefor, this is not a true concession. One of the two developers kindly expressed that they do not plan to make any changes (other than the possible parking spots) to the current plan.

With this in mind, if we want to see any changes to this plan, we must ask Council to deny this project. The Council meeting is set for February 10th at 6pm.
